Teksten "The Tragedy of the Commons" postulerer, at fordi deltagere i en fælled handler egoistisk, vil fri befolkningsvækst og fri brug af fælleden altid medføre, at "[[f]reedom [of each herdsman] in a commons brings ruin to all]{lang=en}" [@Hardin1968, s. 1244].

Den oprindelige tekst opsummerede problemet som at "[the commons, if justifiable at all, is justifiable only under conditions of low-population density. As the human population has increased, the commons has had to be abandoned in one aspect after another]{lang=en}" [@Hardin1968, s. 1248].

I den senere retrospektive @Hardin1998 reflekterer Garrett Hardin over sin tidligere publikation. Problemfeltet præciseres at vedrøre fælleder, som ikke er tyret gennem enten socialisme eller privatisering [@Hardin1998, s. 683], og han opsummerer problemet således: "[Under conditions of scarcity, ego-centered impulses naturally impose costs on the group, and hence on all its members]{lang=en}" [@Hardin1998, s. 683].
